A Maryland circuit court ruled that the legislature failed to meet its own recently enacted requirements for ballot questions, preventing a constitutional amendment on congressional redistricting from appearing on the November ballot. The amendment would have altered rules on district compactness and boundaries starting in 2028. The Board of Elections has appealed the decision to the Maryland Supreme Court.
