India and the United States signed a bilateral framework agreement covering supply, mining, processing, recycling, and investment in critical minerals and rare earth elements. The signing occurred on the sidelines of the Quad Foreign Ministers’ meeting in New Delhi, with External Affairs Minister S Jaishankar and US Secretary of State Marco Rubio present. Jaishankar described the framework as timely and stated it would strengthen resilient supply chains through financing and management cooperation.
