Framing Analysis
A three-judge federal panel issued a preliminary injunction requiring Alabama to retain a court-ordered congressional map containing two majority-Black districts for the 2026 elections. The panel found that the state's 2023 map, which contains one majority-Black district, intentionally discriminates against Black voters under the 14th Amendment. The Supreme Court had previously narrowed Voting Rights Act enforcement in a decision that set aside earlier rulings against the 2023 map.
